Uringvale, City of Thieves
The "Senate" of the city. Each individual member has massive amounts of power, and can on instinct, be the saying force of who lives and who dies. They deal in punishing citizens found guilty of any crime in any manner the see fit. Their standards of law are influx, and do not typically change from member to member, but the mercy of punishment is completely independent of which member you are dealing with. They cannot be paid off, and rule the city without monetary holds. There are no other official forms of policing in Uringvale.
The members are so few and far between, that most people that are not currently on their radar typically go unnoticed, so crime still rules these lands. The Executioners are the keepers of The Pit, known to be the worst form of punishment that can be sentenced. The Executioners hold this as a deeper burden on the convicted person's body and mind, that they save this for the worst of offenses. People are sooner to be tortured, hanged, burned at the stake, or beheaded before being dropped into The Pit. Only one man has ever survived being dropped into The Pit and lived to suffer the tale
The Executioners' Guild dons the uniform of blackened steel plate armor, with a black hood. Any member is easily recognizable. All members are still extremely agile and deadly, as well as versed in many different forms of magic. The specialities of each individual is variable on the particular Executioner's method, however.
